WASHINGTON — President Donald Trump’s administration on Wednesday rescinded a widespread freeze most federal grants and loans just one day after it was issued amidst significant criticism.

The order, which sparked chaos and confusion across Washington, was temporarily halted by a federal district judge Tuesday evening.
